Development Mandate is particularly useful in places with lots of dead asteroids or asteroids, in particular Storm Front, where each side gets 2 or 3 dead asteroids.

Of course, most people now are wary of what a lvl 6 Marza can do and are building ships that can cut off Missile Barrage (Akkan/Ion Bolt, Radiance/Detonate AM, Revelation/Reverie, Marauder/Phase Out Hull). I'd also like to point out that Phase Out Hull causes the affected ship to "forget" its orders, on top of cutting off any channeling abilities.

The supposed handicap of the Advent Illuminator requiring 3 Hostility Labs (and associated reserach costs) can be mitigated by the Illuminator's high damage output, which can be attributed to its three beam emitters. I wouldn't necessarily agree with zero fleet capacity, at least greater than the frigate with the highest required Fleet Capacity (which would be the Aeria with 20 fleet supply). For Vasari players, this gives them even more fleet supply space when they already have a tech that increases their max supply by 7.5%/15%. In terms of hull/shield/armor upgrades, its probably a good idea to research them concurrently instead of completely focusing on one then moving onto another. For one, the early upgrades are cheap which won't hurt your economy too much while you're still building it up.

If you have 250 bounty on your head and everyone else zero at the start of a raid, once the raid has been launched, the new countdown starts, but the 250 bounty on your head has not disappeared, therefore making you the target of the next raid. Have you tried setting the engagement range to "Hold Position"? By default, this is set to "Gravity Well" (so it engages anything and everything that is hostile in the gravity well), but can be set to "Local Area" (exactly how "local" is a mystery to me) and "Hold Position". The button has a large blue oval for the entire well, smaller green for local area, and I believe a small red X for hold position.

Ship diversity is important for Advent fleets as their abilities are very complimentary of each other. The most sought after frigate in Advent fleets for abilities is probably the Iconus Guardian for its Shield Projection and Repulsion abilities. Oh, and Holy Trinity = Progenitor Mothership, Radiance Battleship, Rapture Battlecruiser.
