Phase stab.s do not go between stars, but they do go within a system. they allow you to jump from one planet to another only when they share a star, and they can even be faster than normal phase lane travel.

as for figuring ship sizes, don't go by icons. zoom in. you can see the ships themselves if you get close enough. And yes, i think that the freighters should be a bit bigger (and not just one exclusive type! make some variety!)
In this case, "galaxy" refers to the map. in Sins, the map (multiple systems) is the galaxy. It should be unlocked once your culture (the color in the phase lanes - your color is the same as your empire's color) has spread through 3/4 of the map.
