To make it clearer where these planets are, here's is a screenshot of the entire Pollux system. Earth is the northernmost terran planet, while Rochar is the asteroid just below it. I left certain pirate bases alone (as an improvised defensive measure) because my main fleets are held up on the dangerous battlefronts in the star systems to the north, meaning they're incapable of defending this system. In fact, I have an entire belt of planets dedicated to the defense of Earth, although they're further out from Rochar. I like to call them the 'First Line'.
(it's Rochar, not Ronchar) If you're talking about costs, there's no problem at all - I have an incalculably large fortune of credits, metal and crystal in the kitty. I didn't put any factories there though, to save space for the veritably ancient research labs. Nowadays, it's mainly used as a chokepoint rather than a full-blown military base. I don't know the details of my entire empire off by heart, but know that I've flooded the gravity well of Rochar with defensive structures. As for logistics, I'm not sure, but Rochar may at least have a refinery.

Rochar acts as a barricade - it halts and cripples invading fleets before they reach Earth. I didn't want to put any defensive structures around Earth's gravity well because "Earth represents the policy of the USS - avoid violence unless absolutely neccessary".
