I think the struggle is not to equalize everything so much that every weapon is essentially the same with just a different name.
The goal isn't to disable the effect of phase missiles, but rather give a blocking effect that has the same impact as +4% mitigation. I punched the numbers (for 80% base mitigation) that would produce those results.
The +2 / +2 Mitigation benefits might also give a few % of phase missile penetration reduction. Or there could be another high level shield tech added that reduces phase missile penetration by 5% / 5%.
I think it should be the same tech. If you're up against phase missiles, an expensive tech that increases your mitigation isn't all that useful, so combining them into one item makes sense. Just out of curiosity, I'm going to look at a hypothetical cas
IMHO, just allowing phase missiles to affected by shield mitigation even while bypassing shields is the key to bringing them within a happy balance zone
The problem is that ignoring mitigation is one of their primary benefits. Take it away and phase missiles become completely worthless outside of late-game Vasari vs Advent. Even then, it will only help against regeneration-based combos. Most Advent units have about equal hull and shield. Howeve

The biggest problem is charging head-first into starbases and minefields. So long as the AI refuses to keep its distance from these beasts, it will always be easy to force it to take excessive casualties repeatedly for no gain.
the adjucator may suck, but upgraded HC will kill SB.
Indeed; this is the core of my point; you're better off putting your money into more general combat frigates (probably destras) than you trying to do something with Adjudiactors.
what i would really like is a better way to combat starbase abilities, esp the advent ones
There are ways to deal with all of them. TEC has the best one: uplinked Ogrovs. The targeting uplink
the Advent shield technologies give them an advantage over TEC, while its a weakness against vasari due to the phase missiles. And I am okay with it being setup this way as long as there is a way to make up for it.
In principle, I agree with this fully. In practice, a 30% chance to ignore a 90%+ damage reduction is just out-of-this-world good. There's literally nothing we can give TEC that would be remotely comparable, and it doesn't help that they don't hav
I found that 94% is the thin line between OP and not OP.
Yup, mitigation of 94% means you take only 6% damage. Mitigation of 95% means you take only 5% damage. The value of each point of mitigation at this level grows exponentially.
The problem with Phase missiles is that it bypasses Mitigation. If they didnt bypass this, then you wouldnt have such a massive power curves on Vasari vs Advent.
This is the big prob

I've seen your work on the Sins wiki. You're quite prolific, and have done a lot of work on the articles there [e digicons][/e] Anyways, the Etnrenchment expansion pack was rock solid. Great features, but starbases in particular are wicked fun. If you're going multiplayer, Diplomacy is mandatory. Although it was a lackluster expansion, the multiplayer community is much larger for diplomacy, and it's not like the content was bad.
Actually advent starfish is great against phasic traps if you can pull it of and guy doesn't subvert you.
The problem is that ANY combat frigate can do this if the enemy fleet isn't guarding the location. The adjudicator is quite fragile and easy to kill and of no help in a real fleet battle, so I honestly think you're much better off putting your money into general-purpose ships and using that to "brute-force" your way through the defenses. <br /
When i play late games against Tec or Advent they often spam anti-structure ships and wipe out everything around the planet in a matter of minutes.
This is very true for the Ogrov; it's one of the strongest units in the game and one of TEC's few late-game strong points. However, this is completely untrue for Advent; the Adjudicator is largely worthless currently, and Vasari is in a much better anti-structu

There are three ways this can happen. If they're just trekking through your territory, they should just pass through, but to be honest it's a long time since I've played with pirates enabled so this could have been changed in a patch. This is indeed a possibility, and if it's the case you may not be able to avoid being the pirate raid target. A second possibility is that someone sniped your bid at the last second. The ebay bidding system is a bit annoying this
Aside from destroying diplomatic cruisers, is there a way to sabotage relations between two AI empires?
Nope; the AI tends to only complete missions it would have undertaken anyways and betrayal isn't something you can normally get it to do. That said, it's pretty slow to make alliances with the other AI's as well, so you should easily have "first dibs" on the ally of your choice. In fact, the usual complaints are the opposite, that you can usually make an a
vas dont have a way to destroy mass bombers/fighters.
Throw in a formation of 3 Kortuls and they can ignore it pretty much indefinitely, though. Expensive, but once fleets get to a sufficient size the economics of it start to get favourable. I've had a couple 2000+ command battles before where churning out Kortals to shut down enemy bombers was simply an awe-inspiring investment, completely shutting down a huge segment of the enemy fleet. At this point, it's not going to happen. Just doesn't make sense given the large amount of work that would go into creating it. We'll have to wait for Sins 2.

There's always a bit of hand-waving going on. How you interpret it is up to you. Generally speaking, the only case where there is an practical application of scuttling is for ice/volcanic planet colonization. This enables you to build two civic labs near the start of the game, unlock these upgrades, then scuttle the labs and replace them with military. This enables you to go pure-military from the start while still being able to access all planet types.
Incendiary shells is an easy fix...there's no excuse for that, even mod projects have found work arounds for that problem...
The mod solution is imperfect at best; prioritizing the old buff is better than what we have now, but it still creates essentially a variable duration. The real solution is to remove the delay between the removal of the old buff and the addition of the new buff. Beyond that, incendiary shells is just a weak ability in ge
I don't know what is wrong with flak burst, but in my tests it looked it only damaged a few of the individual bombers within a couple of the squads.
Partially this is a problem with the autocast, which doesn't time the ability to maximize the number of targets. Part of the issue is that squads themselves can become spread out, so you probably won't hit every member of the squad even if the icon appears in-range. These are two contributing reasons why the abi
No, we don't want to be buffing any Carrier caps, they are all still too strong. No real reason to build anything but them (carrier caps).
I emphasize my qualifier of "level 5+". I fully agree we don't want to see the Sova any stronger below that. With larger fleet sizes, other capital ships vastly outperform the Sova since it really offers nothing more than brute strength (which, at the end of the day, LRM's and Kodiaks do better)

As much as the guidance rework is interesting, I still believe the best solution for the Revelation is to gut guidance, demote mass hysteria to a 3-level skill, and give it a new ultimate. Heck, maybe if you compounded enough buffs, guidance could be reworked into that ultimate.
