The Fool to Incredible list describes the intelligence level of your AI opponents, and not necessarily the difficulty of the game. The Cakewalk to Suicidal is. What is your monitor resolution size, and is the game set to that size? I ask because I remember reading a post here that small resolution size led to options being "bumped" off, and in your screenshots it appears your options take up all the space available. [/quote] You may have figured this out by now, but you need to send more Construction ships to the starbases to upgrade them with bonus modules. The Ascension starbase has no upgrades so that's why only one ship is enough for it to begin producing.
I've encountered one example where there was a positive benefit to choosing the "Good" option. It was a weird scenario where there were benefits all around. Like if you chose the "Evil" path you got a Planetary Production bonus, I forget what "Neutral" had, but choosing "Good" netted you a Diplomacy bonus. I've also run into a few bugged scenarios that involved money where choosing "Good" offered less of a penalty.
