I'd estimate the TEC and Advent Loyalists are the more numerous of their respective factions. The Rebels can compensate for that with their pirate/militia support and necromancy, respectively. Vasari could go either way, and I doubt the two subfactions really have ill-will towards eachother. On that note, the Advent Rebels are interesting because they're the only race that really fit the traditional definition of rebel, they're directly going against and attacking

You know for a while now I've been of the opinion that Space Ponies should somehow give race-specific bonuses. Just something basic, for example: Enslaved Pony Labour for the Vasari, giving the planet cheaper upgrades. Advent declare them sacred and gain culture bonuses from the planet. Agreed with Teun, especially since the Vasari already have a Marauder-Class ship and it's one of their capitals. I am also greatly amused Ravisher made it on the list. As a suggestion, I'm going to throw in Pirate Knave, it sounds like it would work for a small and nippy ship, and be closer to the "Rogue" and "Cutthroat" names of the Light/Modified Trade Ships that the Pirates have.

For starters, the local militia you ally with using TAR doesn't effect your supply. With Pirate Mercenaries researched, the pirates send you waves of ships regularly, they appear at random planets you own, under your control. If you need to get rid of them for supply, you're best off scuttling them.

The reason I say it would cut variety is that if I'm understanding your proposition right, not only would the eco players be rushing for TAR... every Rebel in the game would, every Rebel would all be about "get TAR, spam colony frigates, hope you don't get rushed." I'm going to have to say I'm against this, only because I feel it would push everyone into playing the same way, regardless of race, the only difference would be Rebel or Loyalist. With regards to the Advent, I liked the idea of them getting access to their culture buffs (cheaper platforms/natural spread) faster in order to choke out TAR rushing. Vasari, no idea.
