WinAmp is still free but I would call it bloat ware, and it does not play some forms of video (codecs) well at all. I use VLC for playing video/audio and streaming web radio, and it's free open source. Not sure about mp3 encoding though but I think it does use it. http://www.videolan.org/vlc/index.html no ads or other crap installed. I highly recommend.

For Rebellion, Steam will always install the newest version, if you have auto-update on, it will update every time you log into Steam if one is available. Some people complain it updates even when you have the option off.
