You need the WindowBlinds program. https://www.stardock.com/products/windowblinds/download.html Each section in the library contain skins for programs of the same name. Some are free, some are shareware.

First time I've heard of a wallpaper with an uninstall feature..........did I hear you correctly?? Anyway......when you say "Skins tab" I assume you mean the Appearance tab. If that's missing, then I'd say YES you've done 'something' wrong.... If you are running Windows XP and find that the skins you set are not loading on startup, please come to the Downloads page at http://www.windowblinds.net and look for a tweaked update file to resolve that. Have you tried this?
