Those borders (to the best of my knowledge) represent the line of control between empires, not necessarily the influence area. Your influence may extend beyond your borders, but those areas are still controlled by the enemy. There may be another map overlay to indicate influence areas, but I think the colored line right now represents your actual owned territory.
