Up until about 5 years ago, I never touched a computer. When I started emailing, and instant messaging that was really cool. Then I started surfing the net, definately am hooked. Artrage, it's free. Twistedbrush has a free trial, then you have to buy it, the cost isn't too bad. I'm sure it depends on what kind of wallpaper you want to make. Those two I listed, are for the most part freehand drawing and painting programs.
