Governor vs build order in Galactic Civilizations I Stardock Forums

First of all, I would like to say Hi to all and I'm in anticipation of this great game. :) Ok, if I set a Governor for a planet and I put some things in the build queue what gets built; will the Governor build what the Governor sees fit or will the build order have precedence? PS. Played the OS/2 version long ago but don't remember.

Played GalCiv on OS/2 long ago. Been waiting for quite some time for PC version.
