You make your normal wallpaper and just create objects. From images in PSP or Photoshop. Save them as 32 bit PNG or make them with magic pink as the background colour. To make them animated you just need multiple frames horizontally. There is a utility to stitch together multiple BMP's or PNG's at http://www.ricciosoft.com/cursorex/skinner.html

I just checked and you can search by author. But you have to be in a section first. I too would like to be able to search multipel sections at a time for the same skin name.

Where did you read it? I think one place that has WB to download got confused between it and DesktopX. Maybe that's what you are reading.

You need to download DesktopX from www.desktopx.net first. Once you have that installed you can double click the theme to install it.

Oh it was. Took a saturday afternoon and was planned to be my one and only skin ever. Made purely to test WBAmp for MadIce. I'm so glad I started though, cos if I hadn't I probably would never have found skinz and all the great people on it (and other sites).

Well a wba, or dxtheme, dxpack is basically a renamed zip file. So it could in theory just upload with a different extension. The web masters would have to collaborate on the thing in the first place so I am sure something could be worked out regarding image file formats. If needs be you could upload a GIF and a JPG. I understand from this that new sections would be highlighted in the way they have been but sections that do not get a lot of skins will go into the 'More sections' bit rather than being removed. Is that correct? If so, you've got my vote.
