The program that I would go for is Photoshop, its a good all round program. As for just focusing on making wallpapers, you should be looking to give yourself a good working knowledge of the program first.
psikotik your best bet is to contact the person who made it. Ask them if they have a bigger size or if they can make you one. Dark Mist images can be resized up only if you want them to look really bad
For a 1024x768 res image to be resized up to 1280x1024 it just would not look right.

Dark Mist there are some really good magazines you can buy like me in the UK. They will give you the basics and more Advanced tutorials in photoshop you need.
