Just don't using a large shadow on your borders, I would say 2-3 pixels at the most. Mine are set that way and the sizing arrow grabs pretty well right where it should.

This problem also occurs in Windows XP 32-bit, same type programs, and also you can add Paint Shop Pro XI to the list. As far as it happening with poorly coded themes, it happens with lots of themes, so I don't think they are all poorly coded. It also only happens if the window is not maximized from the last time you used that application, if you then maximize it the titlebar shows up, and if you then restore it, the titlebar that was missing is back. Having problems in this release in Windows XP 32-bit whenever I use some of the textures and the transparency functions, all skins applied are messed up, solid colors in areas of the start menu, taskbar has vertical lines in it, frames go solid color, etc. A reboot put everything back to normal though.
