You went from member of the Alliance to non-member to enemy and where do you want to go to now? You can't actually make new laws, but you are in complete controll of your empire. Other races will surrender themselves to another empire (hopefully you) if they realise that they cannot win anymore. Usually this means that they got no ships, no money and onlya few planets left. If you want to ask for help in French, you can do so at the European Alliance forum (http://euro.galciv.org/forums/index.php) more specificly in the Universal Translator board.
