I may be misinterpreting this, but I understand the bonus to be to your empire's ability. In my current game for instance, (playing as Feds) my economic ability is +33%, so one News Network would increase this to +35% in addition to the other bonuses. Still News Network is one of the improvements I don't build on all planets.

Well as the events are available to the AI as well as the player, I don't think creating huge bonuses would necessarily be unbalancing. It would make +2 speed even more powerful though.

I've noticed that to be pure good, you don't have to always choose the good option in the pop-up screens. Both games I've completed so far, the first on begimmer, the second on sub-normal, I only chose the good option when I thought I could afford it and often chose the neutral option. I still ended up as pure good in both games and won both with cultural victories,
You're liable to pay tax if the total order is more than £15 and it's from outside the EU. One other US publisher, whose name I'd better not mention, used to get round this by putting 'Computer Software - Value $1' on the tax declaration :) . As Jerry says they haven't worked out a way of taxing downloads yet.
