I find that other AIs declare war on each other ALL the time. As a matter of fact, someone is almost always fighting. The only thing that bothers me is how quickly the AI declare war on each other, end their war, and then start again so often. The Altarians never declares war on me, regardless of their power level, because I play Benevolent, except for when they notice I am pursuing a specific victory. Also, the Yor hates everyone...except for the Drengin. I have NEVER seen these two factions

Nope. I think this is one nuance that you should not be so picky about it. The symbolism is more for the player to recognize. If any other symbol was used, one would naturally be confused as to what it means without further explanations. However, when you get the iconic pirate symbol, you immediately recognize that these are indeed pirate ships without needing details, and that your weaker ships should stay away.

I would rather have more clear-cut/better guidelines or mechanics on how to get factions to surrender and how to negotiate it than just an on/off switch. Some times it makes sense when a faction surrenders, but most of the time, it just seems random. In my latest game, the Altarians surrendered to the Thalians around turn 200 and gave my faction all of their stuff, which blew my mind as it came out of nowhere. Their power difference was less than 1000, and the Altarians had only lost
