One point that got me the first time around is that NLC is a specific tech in the "research center" line. Have you researched NLC yet? Another thing to keep in mind is that there is no automatic upgrade of older tech buildings to NLC - you need to manually upgrade each tile.
I have seen this as well in a recent game, but with a subtle difference. The ... Torians? I don't remember anymore ... had two orbital fleet managers on one planet. That in itself is odd, as there should only be one per planet. Anyway, I went to change them both out. One of them I upgraded to something else with no problem. I agree that something like this is a great idea. To add to the discussion, I would also like to see the GNN report organized better. Right now, the list is unorganized when lots of events happen in one turn. One solution might be to set up tabs in the report. The tabs would be for events like: * "Military conflicts" (battle results) * "Industrial News" (build queue updates) * "Fleet Inaugurations" (new ship builds)

You need to build constructor ships and send them to the starbase. Each constructor allows you to add one module. To add 10 different modules, for instance, you need a total of 11 constructors: 1 to create the starbase initially, and 10 to upgrade the base with the modules.

I've posted in the forums and sent bug reports and save game files to [email protected], and I have had responses when warranted, including direct e-mail contact with the lead developer of GC2.
