u can find the GalCivWriter here: http://www.ctuit.com/bill/galciv.htm With that u can do those things.. So u have to replace atleast 06-09 these are the most common minor race pictures.. Hope i didn't forget anything..
and there is something more to do.. also.. just noticed :) u have to also replace images "Foreign_Image06.pcx"...to"Foreign_Images16.pcx" -- They are in 138x144 and 256 colors -- and replace "Message_RaceImage06.pcx" .. "Message_RaceImage16.pcx" -- they are in 250x180 and also 256 colors.. AND still.. There are "Trade_Logo06.pcx" ... "Trade_Logo16.pcx" these are in 381x241 and 256 colors [Message Edited]
i have never done this :D but there is in the galciv GFX folder images of this minor races. The images are "TradeImage06.pcx" ..."TradeImage16.pcx." The images what u like to use, have to be in resolution 430x280 and only 256 colors.. Just replace the file u want and rename it exactly the same.. Any questions? [Message Edited]

And i think it's a little bit of different situation if u use some image without permission.. And u do a lots of changes to the image?? It's not then the original image ( but i still like to ask permission to use the correct image :) ) ..These artists don't like if you use theier images to any commercials purposes, but i think that any noncommercial publicity is very welcome to them..
I have asked permissions with this kind of message: "Hey! I saw you have a very wonderful image at www.******.com. Great work! It was called "********." I would like to ask you to have permission to that image. I would do an "event file" to a game called "Galactic Civilizations.."
