I think you will find it went the other way. If you just researched a hit point(Hp) tech then your max Hp would increase immediatly while your current hp remained the same. If you watch it over time your current Hp will creep back up to your max. Think of it as time taken to re-alian the shields or weilding on the new armour. :)

I'm assuming you have establish two already and are trying to get a third one going. If you haven't reseached the tech's to increase the number of trade route then you will not be able to do it. You will normally only start with two routes unless you pick an extra in the set up.
