This isn't new to 1.11, but... The AI doesn't recognize it when the player takes over a ship or planet. For example, the Yor and I are both fighting the Torians. Yor has dreadnoughts en route to Torian home world. I invade and take over Torian homeworld. Three turns later when Yor dreadnoughts arrive, they go ahead and attack planet that is now mine, which starts a war between me and Yor (even though relations were "Friendly"). I also believe it is scortched-earth. I believe the AI looks at all planets under threat of flipping and makes a determination based on planet quality. If the planet is among the lower PQ planets the AI has left, it resigns itself to the loss and eliminates all the improvements as a final snub. I have had times where a system with multiple planets flips, and the highest PQ planet still has everything, but the lower one has been stripped. I only tried this once so I may be misremembering, but I believe if you set the AIs to different levels so that you just barely qualify for Maso level (3 Incredible 2 Genius), then the AI routine that governs the minor races will sometimes still allow cash trades for tech. I think you can also still tech whore to the 2 Genius AIs, but they get wiped out by the Incredible AIs even faster if you do.
