Common, let's go to the best skin over all (or the most talented skinner - artisticly and with most windowblinds technicity) and all will be said ... In all cases i think treetog is the one who is (still LoL) the better one on a lot of points, and who has inspired a lot of other skinners (and skins ...) Though (in my point of view) i'll say that Thunder Storm should be the Best Themed (as icons), most useable, and best over all, Antares should be the best Power User and most creative.
Usuable ? all those which are getting "classical" min, max, close buttons with visible indications on active windows top right sided. All the rest is a question of design and preference testing of the whole skin ...
