I think they are slowly updating everybody whether they submit a game or not. I remember T-Man saying something to that effect. As far as the 10 medal one, it's actually a very outdated one. It means 10 victories and a total score of higher than 3000, in which case you deserve that one! :)

Yes, you can return to Neutral and even move back to Good alignment within the same game. Just a warning, as an evil empire you are subject to the Fundamentalist event, which will take a portion of your systems. This is the main drawback to being Evil, in my opinion.
