I'm sure someone could answer this question better than me but il give it a go. I usually build constructors during my colony rush on planets that are a good distance from where the colonizing is now taking place. I am usually able to grab a few resorces this way. As for the planet quality, I dont know exactly but i think it has an effect on two different classes. I dont think the planet has to have a PQ above 20 for it to work though?
Yeah i got it a couple of times during the game too. The same thing happened in my last game when i invaded a minor i got 104 votes for invasion and 4294967292 against??

In my current game ive had about one every 5 minutes and in my last game it happened everytime I attacked an alien ship. Also sometimes There are strange numbers in the senate. Ill have 100 members but the other parties will have members too, resulting in more than 100 member total.
