Might do but i doubt it as its planet based not space based.
Well in a way it does By improving the 10 ships by a huge amount your entire empire looks stronger in the eyes of the AI's, thus stopping them from being outwardly hostile towards you. Many players use 'Paper Tigers' with the SCC as well so they dont get bogged down with hugely expensive ships sitting in orbit doing nothing. Indeed it was, however it is always safer to start a fresh game with all updates just in case Glad you were able to find an easy solution to your problem.
On that we are agreed I too would prefer to know what i had 'shared' with the rest of the galaxy.
Create a separate image 393x256 of your race image and place in the same location as your race portrait then open the customracexml with a text editor and change the line (DefaultTradePortrait) to point to the new image you created. change the name in the next two entries to the same as this one and it should work ok for you. There may be an easier way but this i know works
I believe you would be one of the very few that would be willing to give away higher value techs and possibly let the AI's catch up with you. Please don't forget that with getting three techs from each player the AI's are also getting a huge bump up as well. Most players would only give their lowest techs and i am guessing that is why you do not get to choose. Personally i think the automated way is by far the best way of doing it and keeps it fair on all sides.
As it has been stated time and time again you should always finish your current game before you update to the latest patch. It is a known thing for some saved games to stop working correctly when played on a later patch for no apparent reason. Try starting a new game under the latest patch and see if you can build your Eco Cap then.

Yup i would rather save and restart than take the cap and downgrade in image quality, especially with a bigger map coming to us in the newx pack. 300 stars in an immense galaxy would look wrong!

I have sent in an email including screenshots of a bug found in the latest 1.7d beta. To outline the issue: - Selecting a pre-designed template and then using it in the ship design window comes up with a lot of blank icons. Thumbnail of said ship once built is such a poor quality that it is near impossible to see what ship you are looking at. The report email for crashes etc is [email protected] As from the thread by Cari_Elf please include what you were doing at the time and the 'debug.err' report from the gcii folder. Screenshots and even a previous saved game (if it is within a few turns of the crash) can be zipped up and sent too. Without these reports it makes things very difficult for the designers to iron out all the bugs and errors from the betas. Simply posting that the game crashes all the time is not going
