How exactly Arnorian / Dread Lord powers work(ed)? in Galactic Civilizations IV GalCiv4 Forums

I am somewhat confused how the powers of the Arnor worked (before they were stripped of them at the end of Gal Civ II). I always thought it was that, as long as they are connected to the Shards, they can think of any object and it appears. It may require some energy expenditure, but otherwise it is just by the power of thought, with the Shards / Orb as a conduit. But now, I have doubts. It's generally that they are a little bit too happy to genocide groups they belive to be evil. In Galactic Civilziaitons II Dark Avatar mission "Return of the Dread Lords" they tried to make the Drengin genocide the Korath and we learned in "Tales of the Arnor" Gal Civ IV mission that they tried to genocide the Yor too.
