I think who pays what should be between the roommates, not the politician. I know you are using this as an analogy of a bigger picture, but I went to the literal. I want as little government participation in my daily life as possible.

If I were part of the 3 roommates I would overthrow the politician, 3 against 1, Then replace the politician with someone who minds the business on a bigger level.
