You don't change it in the weather widget. If your weather object is not working as you'd expect, try going to Internet Options and changing it to check for newer versions of a page each visit to that page. Or something like that.

I have Winamp set up to automatically check for updates, and it hasn't come up there, either. Maybe they're trying to introduce it slowly, to avoid bandwidth issues.
