My Festron Hunt can't build ship yards on any of their home worlds. I'm still in the early game (turn 42), but I don't see a tech and nothing in their description indicates why their home worlds are yardless.
edit: ugh, they moved it to the top.

And me!! It's fine once you know it's there, but why it's somewhere different from everything else you build is not intuitive to me at all!
If they want it in the upper left, they could at least make the icon look like a huge freggen shipyard hovering over the planet or something maybe.. hah
