OK, understanding that you are working with a Neanderthal who started programming over 50 years ago in Fortran on punch cards, please follow what I have done and see if you can figure out what I am doing wrong.
The first screen snapshot below shows me clicking on the circle with my initial in it to open a menu. I go down to the "Settings" option and click on that. In the "Settings" menu, I scroll all the way down to the bottom and click on the "Galactic Civilizations IV: Supernova Insiders Edition" name to open the drop down menu shown in the second screen snapshot below. I checked the "Additional Command Line Arguments" box and added the word "cheat" to the box that appeared (also shown in the second screen snapshot below).
I then started the game and verified that the word "cheat" was in the command line by using Task Manager to see the command line that was used to start the GalCiv4.exe process. The command line, with some items blacked-out by me, is shown in the third screen snapshot below with the word "cheat" highlighted since the command line is so long.
I chose the option to start a new game and, after the universe was created, I hit the tilda key ("~") and nothing happened.
Having laid out for you all of the steps I took, can you tell me what I did wrong and what I need to do to bring up the console?
