Need help. All production went to 0

I conquered the Yor's and suddenly I noticed all my colonies went to 0 or close to 0 on military, research and social production. I still have the same amount of population, spending, %social and everything. What happened? All the production queue's say "never". I dont notice any enemy ships orbiting my planets (perhaps that issue is unique to MOO2)

Why did this happen? What do I do?

By how much? If you're in debt by more than 500bc all industry is halted.
