Recycle bin issues

I have created an icon for recycle bin empty and one for recycle bin full. The full recycle bin never seems to show up, it looks empty all the time but the default recycle bin on the desktop shows full? Any help would be appreciated!

I downloaded a theme and wanted to change the recycle bin to one I created. The theme I downloaded did not show trash as full, and I can't seem to get it to work?
