New Technology Idea: Maintenance Procedures

I had an idea this morning for a new technology that would reduce maintenance costs. If something like this already exists, sorry, I just haven't encountered it yet.

Thinking something like

Maintenance Procedures
|
Basic Infrastructure Maintenance (small buildings maint -X%)
Advanced Infrastructure Maintenance (medium buildings maint -X%)
Expert Infrastructure Maintenance (large buildings maint -X%)
etc
|
Basic Starship Maintenance (small ships maint -X%)
Advanced Starship Maintenance (medium ships maint -X%)
Expert Starship Maintenance (large ships maint -X%)
etc

A Brilliant Idea, I would really like to see this added. Having tech to drive down maintinance would be great. It would probably be best to have a ship line and a planet line that just reduce your over all maintinance costs by a %.
