Speed ability broken?

Does the speed ability (I think was part of the expansion pack) work? I spent 8 of my 10 points on Speed (+2 parsecs/month it claims).

I then find that my colony ship and USS Hero still only move at 2/month, and new ships that I build seem the same way.

Is this feature disabled, or am I missing something.

There was a patch this morning that fixed it. It was previously giving a 20% upgrade or something like that...iow, you wouldn't see it until you had a ship that could move 5 spots anyways.
