My observation on how the influence works.

I have started a new game (so that it is easy to see what is going on), build a star base with foreign relation center (influence +10%) and news network( influence +10%). Here is what I noticed:
1) If there are no influence improvement projects, then the influence in the sector is star influence multiplied by 8 (not by 5), plus effect of the neighbors
2) The influence in the neighbor sector, where there are no player’s owned stars is just a sum of the star influences around that sector.
3) The Foring relation center increases the influence value only of the star where it has been built.
4) The star base with the foreign relation center increases sectors influence, without changing the star influence. What is interesting is that it increases the sector influence not only in the sector where it is located, but also in the neighbor sectors!
Do you have similar observations?
Do you know if the other star base functions also propagate to the neighbor sectors?
