Random Events at Lower Difficulty Levels

Are random events completely turned off at low levels now? I played a full game on Cakewalk earlier today and never got a random event on planetfall or anything. I thought it'd just be the Big Guns (pirates, sharks, etc.) that'd be turned off.

I won a Sub normal game last night, and had the space sharks about a 1/3 of the way in, and the pirates after i destoyed the sharks, and i had this weird pulse that boosted my population by an incredible amount.

They have been reduced I believe...I use to get quite a number of them, now I get maybe max 2-5 per game.
