Can't Win Under a Cultural Victory!!!

Assuming you installed the bonus pack, you have to hold it for some number of months. Hit the "menu" button, and there'll be a note by cultural saying "12mts" or something like that. That's how many more you have to go. Note that if you're at war, it won't count down.

The percentage is how close you are to a cultural victory. I.E> you need to have influnece over 90 % of the sectors to win , the percentage is telling you how close to the 90% you need In other words you were 97% of the way to the total influence you needed to win.

I think you also have to be at peace with everyone. I checked my menu, it said 12mth under Cultural Victory. I then got greedy and attacked the Yor a couple months later.. about 2 years later - after I wiped out the Yor (it's was a small, beginner game) I THEN got a message that victory would be mine in years.. and I think it checks in June of each year. It wasn't right after I killed the Yor that I got the message.

I seem to remember they bumped up the cultural victory time requirement because it was a bit easy to get to 90% and hold it long enough for the win. Maybe that's why it says 12mth but I actually needed 24. I didn't go back to the screen to see if it dropped month by month, I will next time.
