Why not Imperial government?

I just finished -- and lost -- my first complete game, against Normal and Sub-Normal AI in a small galaxy. I never left the "Imperial" form of government because I didn't really have money trouble. As a result, morale wasn't really a big issue for me, in part because I was a Federalist, though I will admit that toward the end I started to get rebellions and defections. I lost mostly because I did a terrible job of taking and keeping resources, and because I'm generally incompetent.

My question is this: is it always dumb to stay in Imperial government?

Related question: I thought I read somewhere that different governments conferred more than just the 20% economic bonus mentioned in the manual. Anyone know?
