Alliance Victory?

I am in alliance with the Alterians. I am friendly to the two remaining powers (Torains and Arceans). I gave the last two powers all my tech to make sure they have the ability to make an alliance - but I still don't get the option? Any idea why?

Your relationship with someone that you want to ally with has to be "Close" (the closest level). Before then, the option won't appear during diplomacy.
