Help with Mod Idea--simple question

Hi,

I have looked at one of the techs and I want to modify it. Its called Stellar Cartography and it is of limited use currently. I wanted to modify this to also show you where the resource nodes are and purple stars. I also think the tech should cost half again what it normally costs...therefore I believe its a 100 cost so it would be a 150 cost. Or perhaps 175 cost...

Question is...can anyone tell me how to do this? Or do it and post this mod?

I think that is not possible. (:(

It is fairly easy to change costs, boni, alignment of techs (use GalCiv Writer:http://www.ctuit.com/bill/galciv.htm#Downloads: ), but those rather special effects on the map can, as far as i know, not be changed.

That would require to change basic ability setings in the game.
It is possible, if you know the files, but it is not a good idea to mess with it
