Transport Bug???

I sent two fleeted transports (that both made up 2000mil troops) to an enemy system and selected normal tactics. When I had entered it said I attacked with 2000 mil troops but after I captured the system with the two fleeted transports there was one full transport left outside. :notsure:
Is this a bug in the game?

That is no bug. There were just enough troops left for one transport, who haven't been killed (1000 mil in this case).
