Is a little out of hand. In a game I am playing the weakest military, according to the F5 screen, became the strongest with this event.

Which would mean they also become the most economically crippled, as they are now paying maintenance on all those ships.

Since they're cash starved, give them some dough to attack some other civ... that should bleed off their new ships nicely.
