Endless battleship creation

The planet shown below is making a battleship each turn. As you can see the planet only produces 4 military shields but still, everyturn I get a BB. The parking is full on the game, so maybe that has something to do with it? I have saved this game at this point so if you want me to UL the saved game I can.

This has been reported elsewhere already, I think, and is a problem with the "auto launch" feature, so if you turn it off you don't get the bug

Actually, the problem is that the battleship *won't* be produced until you clear some ships out of orbit. It doesn't matter if you have auto-launch set or not, the fact that you have the maximum number of ships in orbit prevents the battleship from being built.

Admittedly, I haven't seen the AI actually launch built ships when orbit's full - I get the opposite. Nothing built until I clear.

16 ships per orbit I believe (or two full rows)
