Hi,

Playing the game for a few weeks now and I still have no clue how to get into/make an alliance? Au secour!

You need to have the Alliance Tech (I think it comes after Sensors). You also need to have a close relationship with another race. Once your relationship moves from "Friendly" to "Close", you can contact them and Alliance will be available.
