Question to gameplay

I'm interested in GalCiv because I'm a bit disappointed about Master Of Orion 3. With all the pieces of information I've read so far, I know quite good what's gameplay about. Only one question was left unanwered. What about designing ships? I saw on screenshots, that several techs can be researched but I don't know if it ist possible to design ships with engines, shields, weapons, etc.

No that's not possible. I don't miss it since I always picked standard designs in the MOO series.
In GalCiv you get standard ship types, like starfighters, battleaxes, frigates etc. But there's plenty of variety, don't worry about that. And with the release of the game we already got new ships in a BonusPak.

it is not possible to desing ships like in Moo series, but what you can do, is research tech that increases attack/defense, and ships ar updated automatically then, also, there is a multitude of different types of ships you can make, after researching them
