Ok i have the Dregdin Friendly with me they have 100% of the their trade income with me so where the buttom to make an alliance with them so i can win the damn game

the drengin need to be close relations with you. This is the next step after friendly. Also make sure that you have researched the alliance technology. After that it will appear in your diplomacy screen with the dengins.
