Congrats to the Stardock team for the 1.03 release! I get kind of frustrated when I find it too easy to win, and my first game in 1.03 was noticeably absent of cheese.
It was a cultural victory on a Tiny, Rare map against all intelligent AIs. I did notice that, in peacetime, the AI doesn't seem to return its damaged ships back to dock for repair. They just kind of leave them out there, damaged and waiting for the next war.
Also, there still does not seem to be much tech whoring among the AIs. Even though it has been nerfed somewhat in 1.03, I think that the AIs would have a better chance if they bought and sold their techs more willingly. Not once did an AI approach me and offer to sell me a tech.
In the end, it was just me, the Altarians, and the minor races. I tried but could not keep the Altarians from attacking the minor races. Finally, I reduced them to one planet and suddenly won a cultural victory. There seems to be a diplomatic option missing in this scenario, but I'm not clear on how it could be resolved.
Overall, I consider 1.03 to be a great improvement!
