Nastiest exploit yet?

I thought up and tested this one in my current game, a gigantic galaxy with all genius AIs. I call it the 'Money Multiplier' exploit. All you need is:
1) A minor race that you seriously outclass militarily (which should include pretty much any minor race).
2) Some cash. How much is up to you.
First, take some warships and park them by the minor race's world. Then, open up a diplomacy window and check their treasury (ask them for money and see how much is shown as available). As long as it isn't really negative, give them *all* your cash.
Now, *during the same turn* take those prepositioned ships and attack them, starting a war. If you can take out their whole military that's great; but I'm not sure if it's necessary.
Go back to the diplomacy window. Offer peace. Now, as far as I can tell a minor race will pay an amount equal to its whole treasury for as long as 100 months to avoid destruction. Get that deal, or as much as you can. Bingo. Your money has been multiplied.
If you're a real dirtbag, you can wait a few months for your treasury to build up and then repeat the process. I only did it twice to test, but I don't see any reason you couldn't keep going to obtain effectively unlimited cash. Then, just buy the militaries of all the other races and win.
Kinda crazy, huh? Fortunately, it's something that you'd have to do on purpose, so it's not hard to keep yourself honest. But, I might humbly suggest that maybe the AI shouldn't be able to commit to a payment schedule that delivers millions of BCs over a few years...
