the autobuild ( governor ) will build the unique items ( like frictionless clothing ) even after it has already been done by another race.
even on beginner levels, the enemies can produce shis like crazy, even when it takes me 7 months or so to build the same one, and I am the economic and tech leader. I assume they are getting production rate bonuses.
the other aliens can enter into alliances even when they don't have the tech researched ( i know they don;t cause I have it and can trade it to them all. yet they are all allied.
