Mousewheel support on Governor tab request.

Without a scroll bar in most listboxes, mousewheel support in GalCivs is essential and I'm happy to see it implimented.
However, the Governor tab under the Domestic policy screen does not support it. If, for example, my build list for a governor is quite long, I have to click the down arrow for the list an annoying amount to get to the bottom of it and change build priorities.
On the same tab, the Global Military Swap has the same problem. In the mid-late game there are more ships than fit on the screen, and you must click quite a lot to get down the "Planets Building" list. I had every ship up to Ranger and doing a global swap from Constructors to Rangers when I went to war was a pain.
Not a game breaker, obviously, but a UI annoyance.
On a related note, I'd like to mention that using the Global Military Swap to change the "nothing" item to something else does not seem to work. Changing something to "nothing" does, though.
